ISB AGM 2014 and Mosque Construction Update.

--The construction for new mosque in Ballarat has been started.
--Builder has demolished the old shade and removed the existing concrete form the place where the mosque will be constructed.
--Builder has started the base stage for the ground concrete. This will be finished soon Inshallah.
--Old and damaged fence has been removed. New fence for backside will be erected soon, Inshallah.
Insha-Allah the Annual General Meeting (AGM) of the Islamic Society of Ballarat will be held on Saturday, 5th April 2014 Morning 10:30AM onward at the Mosque property , 116 Elsworth Street East, Ballarat VIC 3350.

 The AGM of the society is called to report the annual financial detail and progress of the society’s activities to its members. The AGM will also elect a new Administrative Committee for the year 2014. The election procedure will be followed according to the ISB constitution which is in the ISB web site at the address
All members are requested to renew their membership by paying renewal FEE. We request that please pay the membership FEE to our bank account as below with a tag “Membership-Your Name”.
Then please complete the renewal form and return the completed membership/renewal form with the receipt of FEE  to the Secretary, ISB by 28th of March. Secretary can be contacted
For new member, FEE and application form will be different. All forms can be found in ISB website:
Some important change of the constitution will be made by the voting procedure of members. We will inform the detail ASAP. Summarized topics are:
  1. Change of membership FEE
  2. Advisory Board
  3. Cancellation of the membership of Administrative committee
  4. Number of the members of administrative committee
  5. Selection of three new non-elected members for administrative committee

Update  01 November 2013

I got very good news from our planner.
He got update from City Council that we will get Approval of Building Permit this week.
Inshallah after coming Friday prayer you will be able to see the permit and get formal announcement.
Congratulation to all Muslims of Ballarat.

How Far we are from start construction:

Building Permit is the last letter from city council after which we can start construction of Masjid.
The Builder can start construction the day after Building Permit approval. Inshallah after formally getting Building Permit and meeting with builder we will be able to tell exact date of start of work.
We hope and will try best that work will start before students leave for their home next month for semester break.

How Far we are from completion of Masjid:

Completion of Masjid and start of prayer depend on builder timeline, collection of remaining fund and satisfactory building structure and getting occupancy certificate.
From time to time we will update you the status and as all things are not in our hand so we cannot give exact timeline. 
We will soon give an estimate of remaining funds and what timeline builder give.
May Allah accept our effort and bring easiness in completion of Masjid.

Quick Updates & New timelines for Masjid Construction

Following are the status updates and timelines for the construction of Masjid:


ü  Detailed Elevation Plan has been developed and submitted to City Council.

ü  On the basis of detailed elevation plan we are receiving quotes from different builders.

ü  Planning Permit for new construction has been submitted 4 months ago and still waiting for the council approval. Expected time left is another three to four weeks.

ü  After getting planning permit for new construction, we will apply for building permit and the expected time for getting building permit from city council is 60 days.

ü   Soil test has already ordered and the expected time for soil test report is the end of April-2013.

Timeline for Reconstruction of Mosque

The Committee agreed in yesterday's meeting on the following timeline for the re-construction of the Mosque:
  • Amended Planning Permit application will be submitted by next week (a requirement for a new construction and to increase maximum number of people in the property from 35 to 100)
  • Within three to four weeks, a detailed elevation plan will be developed. 
  • After getting amended planning permit (60 days from council), we will apply for building permit.
  • 'Hopefull by the end of February, we will have the amended planning permit, the detailed elevation plan, and the building permit. These documents will be given to different builders for quotes.
  • All the above documents will be given to our prospective donors to fund the construction.
  • Jazakallah Khayren for all your support in the past and please pray to Allah Subhanau Ta'allah that the new Masjid would be ready before next Ramadhan. Insha'Allah!

Changes in the Committee

Brother Ihsan, the President of ISB, has used his prerogative right according to rule 21(5) and made the following changes in the Committee:
  • Brother Mehfooz Ahmad is now the new Treasurer
  • Brother Saud Alquraini is now the new Vice-President
  • I am now an Ordinary Member of the Committee
Rest of the members of the committee will work as per previous appointments.

Islamic Society of Ballarat Inc. has recently changed its ABN as it was registered as a trust fund and not an Incorporated Association. The Society has also applied for tax exemptions which will apply for subsequent years as well. The old ABN has been cancelled, hence from now on ABN for Islamic Society of Ballarat Inc. is 19 844 019 522. The Society has also been registered as a "Fund Raiser" so that it can run campaigns to generate funds for its needs.

City Council Issues Permit

With the grace of Allah, the city Council has approved our planning permit application to use the property purchased on Elsworth Street as "Place of Worship".

Our heartiest congratulations to all my Muslim brothers and sisters who live in Ballarat and all those who supported this cause.

With the grace of Allah, the administrative committee has signed the settlement papers for 116 Elsworth St E, Canadian and also paid in full the total amount for the Property without help from any financial institution. Our lawyers will try to get stamp duty back (around $6000) as our society is a charitable organization. We have also been informed that the city council will now put a board in front of the purchased property that it is going to become a place of worship to measure public reaction. After getting response from the community, the council will give us the final verdict. 

Please pray to Allah Subhanau ta'ala for the easement in the upcoming challenges in the establishment of a functional Mosque in Ballarat that would fulfill spiritual needs of the Muslims of this region.

Brother Muhammad Alkadiri and brother Khaled has resigned from the Administrative Committee. The committee has appointed brother Motiur Rahman and brother Mehfooz Ahmad as new Committee members as per clause 22(2) of the Rules of Islamic Society of Ballarat Inc.

Request for Sadaqaat (Donations)

We request all brothers to donate generously for the Masjid.
Blessed month of Ramadan is coming and we request every one to contact their friends and relatives to donate for the Masjid. 

We also request brothers for Qarz-e-Hasanah for the Masjid. Please contact Dr Saad (treasurer) to make arrangements. 

We request all brothers/sisters to pray for the success in purchasing and converting the property into Masjid.

Price Accepted = 187,000 AUD
Offer Subject to Finance.
Time Lines
10 days for preparing contract.
In total 60 days till final settlement.

Available money = 103,000 AUD 

We need about 84,000 AUD more to purchase property
We may need about 10,000 more for transfer fee , stamp duty and other fees.

May Allah help us in establishing the first Masjid in Ballarat.
